As part of the EPA’s Lead and Copper rule revisions your utility is required to identify and catalogue the service line from the water meter to your home or business.  You may receive a notice stating that the service line material is unknown. This means although construction and maintenance records have been reviewed it is not apparent if the line is made of PVC, lead, galvanized steel, copper, or some other material.  Lead service lines were prohibited in 1988, however, there is still a chance that galvanized lines still exist. If you received a notice stating that your service line is unidentified and you are able to identify the type of service line at your address, please fill out the LSL form on this website and submit. Your information will be added to the utility files.  We appreciate your cooperation.

A service line is an underground pipe that connects your property to the Utility’s water main.

How do I identify my service line?
The first step is to locate the water meter box in the front yard of the property, close to the street near the curb or sidewalk. The water meter box contains the water meter that supplies water to a building. Be careful not to damage your water meter after locating your pipe material.

Then, locate the spigot with a shutoff valve on an external wall of the building. This is the point that water enters the building.

Next, identify your service line material. In the pictures below you will find different methods used to verify material type.

Lead Pipe

If the scraped area is shiny and silver it is likely lead. A magnet will not stick to lead pipe.


Copper Pipe

If the scraped area is copper colored the line is likely copper. A magnet will not stick to a copper pipe.

Galavanized Steel Pipe

If the scraped area is dull gray the line is likely galvanized. A magnet will stick to galvanized pipe.
If my service line is lead what do I do?
Fill out the LSL form and submit online.

Service lines determined to be lead or galvanized on the utility side of the meter will be replaced according to EPA mandates. Arizona's Department of Environmental Quality (ADEQ) is expected to propose changes to Arizona law to incorporate the LCRI in 2025. The goal of the EPA is to have every utility with no lead or galvanized material by 2037.

At this time there is no funding available to replace service lines on the customer side of the meter if it is determined that the line consists of lead or galvanized materials. The need for funding to replace service lines on the customer side is being evaluated by several government agencies. However, no further information is available at this time.

Read your utility’s Consumer Confidence Report, located on your utility page under ‘Water Quality Reports’.
How do I contact the utility about my service line material?
Before contacting the utility follow the steps to identify what the service line on the customer side of the meter is. Fill out the LSL form and click submit. Please note that customer service representatives will not be able to answer questions about your unknown service line.
How do I test my water for lead?
Customers can contact the labs listed below or visit the Arizona Department of Health Services for a list of labs certified to perform lead testing at www.azdhs.gov
